Taking account of feedback from the Russell Group and from the NUS an expanded version of the paper was prepared and saw sent to and considered by the Treasury as an alternative to the government issued loan scheme that was in due course implemented.

After the implementation of the £9,000 tuition fee and loan FAIR was not required as a top-up so the proposal was re-written to suggest a wholesale replacement of government loans with university issued loans.
